I tested a few different scenarios out to have better luck with USPS. They have been getting through.
For some reason a USPS employee rejected all of our international packages without cause or merit and did so anonymously. That meant they labeled the packages as hazardous even though XS strictly adhered to all mailing regulations. By rejecting them we had no recourse and would even lose the postage paid.
